COVID 19’s Impact on Employee State & Local Withholding - Pre-COVID, multi-State taxation could be difficult to navigate.  Post-COVID, there are many more considerations and the exercise of taxing an Employee correctly.  The trend towards telecommuting is increasing.  The workplace is still not back to pre-COVID circumstances and school and daycare options remain limited.  The telecommuting work environment is becoming the “new normal”.  The presentation will include: defining nexus and its impact on telecommuting, review of reciprocity rules, updates on how states are handling the taxation due to COVID, guidance on the response from Pennsylvania local tax collectors, and updating telecommuting policies and procedures. COVID Legislation on Payroll – An IRS Liaison will discuss the recent legislations issued in response to COVID.  This will include review of FFRCA, CARES, and the Social Security Deferral.  Additional discussions on pitfalls to avoid along with reporting changes on 941 and 941x. 2020 Challenges for the Payroll Professional – 2020 started off with a significant change to the W-4 and then came COVID.  We will discuss the impact on State Unemployment and Income Tax withholding, relief for non-resident and expatriate employees, Section 139 Disaster Relief payments, and additional expense reimbursement considerations in a remote environment. Speaker Bios

 

Dallas Wilfong - Director, Rapid PayCard - Along with his management role with Rapid PayCard, Dallas travels the US to promote knowledge and education in the Paycard industry through conferences and association meetings. Dallas has been with Rapid PayCard since 2012. Prior to that he worked in the staffing industry. He is a graduate of West Virginia University with a degree in Business and Public Communications.

 

Tina Perry Gholson, CPP – Tina has 20+ years in working in payroll and is currently the Payroll Manager for Avery Dennison.  In addition, she is the current President of the Greater Cleveland Chapter of the American Payroll Association and a member of the National Speakers Bureau.  Tina has her Bachelor’s Degree in Human Resource Management from Ursuline College.

 

Trish Richardson, CPP, SPHR, SHRM-SCP - Tricia has more than 25 years of experience in all aspects of workforce management (payroll processing, taxation, employee handbooks, human resources, and benefits) She studied at the University of Maryland University College focused on Accounting and Business Management. For the National American Payroll Association, Tricia is a Member of the National Speakers Bureau and a Contributing Writer to Paytech Magazine, a regular periodical provided to over 20,000 Members. For the Susquehanna Valley Chapter of the American Payroll Association, Tricia currently serves as the Website and Social Media Coordinator and oversees and teaches the Payroll and Human Resource Certification Study Groups. She has previously served as both the Vice President and President of the Chapter.

 

Philip G. Yamalis – Phil is a Senior Stakeholder Liaison in the Mid-Atlantic Area Stakeholder Liaison Office of Internal Revenue Service’s Communications & Liaison Division. Yamalis began his career at the IRS in 1991 as a Taxpayer Service Representative in the former Pittsburgh District. Philip coordinates the annual IRS Working Together conference in Western PA and West Virginia. He has conducted numerous presentations to small business, practitioner, and general audiences on topics such as IRS policies and procedures, electronic tax administration, and tax law issues. Philip attended the University of Pittsburgh, majoring in Business & Economics. As a post-graduate, he has subsequently completed several additional accounting courses at Community College of Allegheny County and Robert Morris University.

 

Ronii Rizzo - Ronii is a Managing Director leading the Global Payroll Services practice in the U.S., and is the Chairperson of BDO’s Customized Payroll Solutions team worldwide. Ronii specializes in the taxation and payroll reporting of U.S. nationals working abroad and foreign nationals working in the U.S. Ronii’s experience includes comprehensive payroll and employment tax consulting, shadow payroll implementation, transfer and set-up of newly acquired expatriate programs and more, working in conjunction with our expatriate tax services and compensation and benefits teams to ensure the compliance of our clients and their globally mobile employees.

 

Larry White, CPP – Larry has been serving in the payroll industry for nearly 40 years and is currently a Director of Payroll Training for the American Payroll Association. His responsibilities include the presentation, development, and review of APA training courses. Larry has taught Payroll Administration at Tulsa Community College and he holds a degree in Communications from the University of Tulsa.
